PBO Survey results
In 2025, we conducted a citywide survey of over 700 Philadelphians that explored public sentiment around the city budget focusing on awareness, involvement, and funding priorities. (Participate in this year’s survey here!)
The findings from this survey reveal a disconnect between the city's budget processes and the communities it serves, alongside a strong desire for transparency, inclusion, and investments that help our city and neighborhoods thrive.

Public Testimony
We highly encourage Philadelphian’s to give public testimony on the City Budget. This is a great opportunity to have your voice heard and speak directly to City Council.
There are a few important steps to note when signing up for Public Testimony!
Location: Budget hearings will be held in person at Philadelphia City Council Chambers, Room 400 (Fourth Floor), City Hall.
To sign up: call 215-686-3407 or email Budget.Hearings@phila.gov by 3 p.m. on the day prior to the public testimony session at which they wish to speak and submit the following information:
Full name
Callback telephone number where you can be reached
Identify the bill number or resolution number or numbers that will be addressed
Public Testimony Dates:
Tuesday, April 21, 2026 (Afternoon) - Taxes
Wednesday, April 22, 2026 (Afternoon) - School District
Wednesday, May 6, 2026 - General

At the People’s Budget Office we strive to make the budget process more transparent, accessible, and responsive to resident feedback. Our working group produced the following report to illustrate why we need an equitable budgeting process in Philadelphia and a series of recommendations to implement it.
